How Is the Unemployment Benefit Amount Determined?
One of the first questions that comes to mind after losing a job is: "How much unemployment benefit can I receive?" Unemployment benefits — more precisely called job-seeker's allowance (구직급여) — are calculated under Article 45 of the Employment Insurance Act (고용보험법 제45조) as 60% of the average wage before separation, which becomes the daily job-seeker's allowance amount.
Daily Job-Seeker's Allowance Formula
Daily job-seeker's allowance = Average daily wage in the 3 months before separation × 60%
Average wage (평균임금) here means the total wages paid during the 3 months immediately before the date of separation divided by the total number of calendar days in that period (Article 2(1)(6) of the Labor Standards Act / 근로기준법 제2조 제1항 제6호). Regularly paid items such as bonuses and overtime allowances are also included.
Upper and Lower Limits
The daily job-seeker's allowance is subject to statutory upper and lower limits.
- Upper limit (상한액): ₩66,000 per day (based on the Enforcement Decree of the Employment Insurance Act; adjusted annually)
- Lower limit (하한액): Minimum wage at the time of separation × 80% × scheduled daily working hours (8 hours)
For example, if the 2026 minimum wage is announced at ₩10,030 per hour, the lower limit would be approximately ₩64,192 (₩10,030 × 80% × 8 hours). Always check the Ministry of Employment and Labor's official notice for the applicable lower limit.
In other words, even if your average wage is low, you are guaranteed at least the lower limit; conversely, even high earners cannot receive more than the upper limit.
Benefit Period (Scheduled Benefit Days / 소정급여일수)
The number of days you can receive job-seeker's allowance varies by age and length of Employment Insurance coverage under Article 50 of the Employment Insurance Act (고용보험법 제50조).

Assume a 40-year-old worker earning ₩3,000,000 per month (gross) who separates after 4 years of Employment Insurance coverage.
- Average daily wage: ₩3,000,000 ÷ 30 days = ₩100,000
- Daily job-seeker's allowance: ₩100,000 × 60% = ₩60,000 → lower limit (approx. ₩64,192) applies
- Scheduled benefit days: 180 days
- Total estimated benefit: ₩64,192 × 180 days ≈ approx. ₩11,550,000
Actual amounts may differ depending on the minimum wage and upper-limit notices in effect at the time of separation.
Key Eligibility Requirements
Eligibility is just as important as the amount. Under Article 40 of the Employment Insurance Act (고용보험법 제40조), all of the following conditions must be met:
- At least 180 insured unit-days within the 18 months before the date of separation
- Involuntary separation (e.g., recommended resignation, contract expiry, layoff, etc.)
- Active job-seeking activities
- Unable to find employment despite having the will and ability to work
Even voluntary resignation may qualify if a legitimate reason is recognized — such as unpaid wages or workplace harassment — under Attached Table 2 of the Enforcement Rules of the Employment Insurance Act (고용보험법 시행규칙 별표2).
