Unemployment Benefits in Korea: Job-Search Activity Requirements Explained for Foreign Workers
Why You Can't Receive Unemployment Benefits Without Doing Anything
Unemployment benefits (구직급여, job-seeker's allowance) are not paid automatically just because you left your job. Article 44 of the Employment Insurance Act (고용보험법 제44조) stipulates that a qualified recipient must prove they are actively engaged in re-employment activities (job-search activities) in order to receive benefits. This process is called "unemployment recognition" (실업인정), and if you have no job-search activity record, benefits for that period will not be paid.
Unemployment Recognition Dates and Required Number of Job-Search Activities
Unemployment recognition is, in principle, applied for once every 4 weeks (28 days) — either by visiting an Employment Center (고용센터) in person or by applying online. The number of job-search activities you must submit varies by stage of your benefit period.

However, during the early stages of your benefit period, participation in Employment Center programs — such as employment workshops or vocational aptitude tests — may substitute for job-search activities.
Types of Activities That Count as Job-Search Activity
The following activities are recognized under the Appendix to the Enforcement Rules of the Employment Insurance Act (고용보험법 시행규칙 별표):
- Submitting a job application – Actually applying to a job posting on Worknet (워크넷), Jobkorea (잡코리아), Saramin (사람인), or similar platforms. You must keep an application confirmation or email submission record.
- Attending a job interview – Sitting for a recruitment interview. Attach an interview confirmation or text message record.
- Enrolling in vocational training – Taking a vocational skills development training course (직업능력개발훈련) approved by the Employment Center.
- Participating in Employment Center programs – Employment workshops, group counseling, vocational aptitude tests, etc.
- Self-employment preparation activities – Preparatory activities prior to business registration (e.g., startup counseling, market research) are partially recognized.
Note: Simply browsing job postings or writing a résumé alone does not qualify. You must have verifiable proof of an actual application or participation.
How to Log Job-Search Activities on Worknet
- Log in to Worknet (www.work.go.kr) → Select the "Employment Activity Log" (취업활동일지) menu.
- Enter the activity date, company name, job type applied for, and application method.
- Attach supporting documents (e.g., a screenshot of the application confirmation screen).
- When submitting your online unemployment recognition application on 고용24 (www.ei.go.kr) on your recognition date, the log is automatically linked.
If online unemployment recognition is available to you, the process can be completed without visiting an Employment Center in person, saving you time.
Note for foreign workers: The online system is primarily in Korean. If you have difficulty navigating it, visit your local Employment Center for in-person assistance. Contractual or visa-specific conditions may also affect your eligibility.
Consequences of Failing to Meet Job-Search Activity Requirements
If your job-search activity record falls short of the required standard, benefits for that unemployment recognition period will be suspended in full. Furthermore, if you are caught reporting false job-search activities, it is treated as fraudulent receipt (부정수급), and you may be required to repay all benefits already received plus face additional sanctions — up to 5 times the amount received — under Article 62 of the Employment Insurance Act (고용보험법 제62조).
